A while back, I made a photo border on some Macs. The border was nothing fancy but it worked pretty well
I had to make the border in Photoshop but it was easy to do because I had all the photos already laid out for me
The first step was to open up each image and crop out the portion of each image that would be used as part of the border. Then I did some minor adjustments to the size and position of each image so that they lined up nicely around the edges of my document window
Next, I added an outer glow with a gray gradient fill and then added a white inner glow with a slightly tinted gradient fill (which was an adjustment to make sure that it looked nice against all of the other colors in my document). This gave me a nice background for my image borders without having too much detail on them.
